NOTICE OF RACE


Monday 13th
to Friday 17th August 2007
1.
Organising Authority & Rules
1.1
The Organising Authority is the Federation of Chichester Harbour Sailing
Clubs and Hayling Island Sailing Club, and this term includes the officers of
the Federation or Club, the race committee, the race officers and assistants,
patrol boat crews and any other person involved in running the racing.
1.2
The ‘rules’ as defined in The Racing Rules of Sailing (RRS) shall apply.
1.3
The Regatta is a Category ‘C’ Event under ISAF Advertising Regulations.
1.4
This Notice of Race may be amended prior to 1st August 2007.
2.
Conditions of Entry
2.1
The Race Committee reserves the right (in addition to
RRS 69) to withdraw a competitor’s entry at any time (without refund of entry
fee) for any race or races, if any competitor or competitor’s guest is found to
have misbehaved either afloat or ashore in a manner unsuitable for a family
regatta week, including the use of inappropriate language. This applies whilst
attending any Federation Club.
2.2
Competitors are required to agree to be
bound by the ‘rules’, and accept that they participate at their own risk (RRS 4)
thereby implying that their boat is fit, and its crew competent, to sail
in the conditions likely to be encountered,
and that, notwithstanding the provision of patrol boats, the Organising
Authority has no liability for personal injury or material damage sustained in
conjunction with or prior to, during, or after racing unless caused by its
negligence. All helms (and if under 18, their parent or guardian) must
complete the entry form accepting these conditions of entry.
2.3
Each participating boat shall be insured with valid
third party liability insurance with minimum cover of £2 million pounds per
claim or the equivalent.
2.4
Entry will be refused to multi-hulls and other boats
considered unsuitable for the regatta.
3.
Classes, Class Flags, Start Times &
Handicaps
3.1
Classes (events), class flags and start times shall be as per the Race
Programme on the last page.
3.2
Handicaps shall be RYA Portsmouth Yardstick (PY)
numbers unless otherwise set by the Race Committee. Boats without a PY number
may apply to enter events 1,3,5,12 & 17.
3.3
There shall be one race a day for Series 1 & 2; and
for Series 3, two races Monday to Thursday, the second immediately following the
first, and one on Friday.
4.
Entry
4.1 Entry
Fees (per boat): ADULTS: £31 for the series or £12.00 per day; (S/H £27 or
£10)
YOUTH: (U.16 on 1.1.07)
£20 for the series or £8.00 per day; (S/H £18 or £6).
Unless already in possession of a Chichester or Langstone
Harbour Plaque an additional charge of £3.50 will be made for the week, or £2.00
for up to 2 days.
4.2
A boat sailed by a helm other than declared on entry
shall be a separate entry.
4.3
Entries may be posted to H.I.S.C. or will be taken at
the Clubhouse on:
Sat 11th
Aug13.00–17.00hrs; Sun 12th Aug13.00–18.00hrs; Mon 13th
Aug from 08.00hrs,
when this
Notice of Race and the Sailing Instructions will be available.
5. Courses and Race
area
5.1
Courses shall be within Chichester Harbour as set out in the Sailing
Instructions.
5.2
A chart of the racing area will be provided with the
Sailing Instructions.
6.
Shortening or Abandoning Races [amending
RRS 32]
6.1
Races may be shortened or
abandoned at the discretion of the Principal Race Officer.
7.
Communication with competitors
7.1 Official
communications shall be posted on the notice board outside the changing rooms on
the north-east side of the clubhouse.
7.2
Any change in the Sailing Instructions or Notice of Race shall be posted
on the notice board for the two hours before the start time of the race
concerned.
7.3
Signals ashore relating to all events in a Series shall be made by flying
below the signal flag a series flag, being: Series 1 – Purple numbered 1;
Series 2 – Pink numbered 2; Series 3 – Green numbered 3.
7.4 Notice
shall be posted each day of the time by which protests shall be lodged.
8.
Safety (Signing out to race,
signing ashore) [amending RRS 63.1 and A.4]
8.1
Before each race all helmsmen intending to race shall sign on the notice
board as going afloat; failure to do so will result on the first occasion in a
20% scoring penalty calculated as in RRS 44.3(c), and on subsequent occasions in
being scored as did not compete.
8.2
Boats may be held ashore by the flying of their numbered series flag
alone from the race box and may leave the shore when this is lowered. Postponed
start times will be set on the assumption that boats have not left the shore
before the holding flag is lowered.
8.3
After their last race of the day all helmsmen shall, within 30 minutes
(Series 1 & 2) or 20 minutes (Series 3) of their finish (or such extended period
as the race committee may allow), sign on the notice board as coming ashore;
failure to do so will result on the first occasion in being scored as did not
finish, and on subsequent occasions in disqualification without hearing and such
score shall not be discarded under 9.3.
9.
Scoring [amending
RRS A.4]
9.1 The Low
Point scoring system of RRS Appendix A shall apply except that first place shall
score 3/4.
9.2 Two or
more races shall constitute a series.
9.3 Discards
shall be: races sailed - 2 or 3: 0; 4: 1; 5 or 6: 2;
7 to 9: 3.
10
Protests [amending RRS 61.1(a)]
10.1 A boat
with a hull length exceeding 6 metres need not fly a protest flag.
11.
Prizes:
11.1 Prize
giving will take place after racing on Friday 17th August.
11.2
Prizes will be awarded for each event according to the
declared number of entries:
Three entries
–1prize; Five entries – 2 prizes; Seven entries - 3 prizes;
Each
additional nine entries - 1 prize.
11.3
Trophies will be awarded to the winners of events as

Any club may
nominate to the Race Office prior to Tuesday’s (1st) race a team of
up to five boats, each helmed by a member of that club. No more than two of
those boats may sail in the same event. Series points for the best three boats
shall count, plus points for the next best in the event of a tie.

Competitors will be issued with wristbands, to be worn for the week, to validate
access to H.I.S.C.
E.2 Owing
to limited parking space only one car park permit per entry will be issued.
E.3
Competitors are requested to park boats and cars with due care, complying with
attendants’ guidance and ensuring that vehicles do not obstruct the main
causeway, or access to / egress from the Club for emergency, contractors’ and
delivery vehicles. Any vehicle causing an obstruction will be removed.
E.4 No
camping, vans or sleeping on H.I.S.C. site overnight is allowed other than in
official club accommodation.
Failure to comply may lead to action under NOR 2.1.
