Total Recall Of Pains Wessex White Collision Warning (MK7) Hand Flares
Pains Wessex (As Amended By ISAF), 08 May 2006
Following investigations carried out after an incident in which a member of
the public was injured, Pains Wessex has announced a total recall of all its
Pains Wessex White Collision Warning (MK7) Hand Flares Item No 52651.
Pains Wessex has
identified that there may be a risk that some of these white flares will not
fire as intended. All white flares are therefore being recalled as a safety
precaution. Additionally, this total recall will allow us to bring these
products into our continuing investigation.
The Pains Wessex White Collision Warning (MK 7) Hand Flare Item No 52651 is sold
on its own and is also contained as a part of the Collision Warn-Off Kit and the
ORC RORC Distress Kit.
Customers with in date Pains Wessex White Collision Warning (MK7) Hand Flares
Item No 52651 are requested not to use the flare, and to return it immediately
to the place of purchase where the purchase price will be refunded. If unable to
return the flare to the place of purchase, customers may take the flare to their
nearest chandler.
Customers with out of date Pains Wessex White Collision Warning (MK7) Hand
Flares Item No 52651 should contact Pains Wessex on + 44 2392 623965.

responsible for their own safety but it is concerned that some may be taking
unnecessary risks. Chichester Harbour Conservancy recommends that:
All persons in tenders wear lifejackets.
Tenders are not overloaded.
Weather, sea and tidal conditions are properly assessed.
Tenders carry a torch at night.
Tenders carry a means of summoning assistance.
Tenders are not used by persons under the influence of drink or drugs.

Federation Appointments &
Retirements.
Federation appoints Jean Sagues as new Sailing Secretary
At the AGM held on Sunday evening 4th December at Emsworth Sailing Club, Jean
Sagues from Dell Quay Sailing Club was elected as the new Hon. Sailing
Secretary, taking over from Robert Macdonald, who had held the post since 1995.
Jean, a retired electrical engineer, started his sailing career whilst attending
University College, London, learning to race on the Welsh Harp Reservoir.
Thereafter becoming a member of Wembley Sailing Club in 1956, he has spent over
40 years sailing Fireflies, and in particular has been a keen team racing
enthusiast. He served as Commodore for several terms of ‘The Castaways’ (Old
members of University Of London) renowned for their team racing expertise, and
was an official for The RYA National Team Racing competition.
He currently sails a Laser 2000 with his wife, Liz, at Dell Quay Sailing Club,
which he joined in 1997, on moving down to Chichester. He has been a member of
both the Federation’s Chairman’s and Regatta Committees for the last three
years.
Sir Jeremy Thomas, who joined the Chairman’s Committee in 1991 has relinquished
his place on the Committee, after standing down from both The Conservancy and
Advisory Committees. Sir Jeremy, a former ambassador, has been a major influence
on the management of the harbour, serving as Advisory Committee Chairman from
1993 to 1997 and in particular taking a leading role in the production of
‘Valuing Chichester Harbour’ an important management document, and also setting
up the Chichester Harbour Trust, of which he remains Chairman. The Trust has
already acquired a number of sites around the harbour, thereby helping to
protect the unique character of the harbour, and its waterside.

New Racing Mark - ‘Pusinelli’
Nigel Pusinelli was commended at the AGM with the renaming of Emsworth Sailing
Club’s racing mark ‘Oyster’ to Pusinelli, (situated in the Emsworth Channel
between Sweare Deep and Marker) to commemorate the outstanding dedication and
commitment that he has given in serving both The Federation and Chichester
Harbour Conservancy over thirty five years. Renowned as the ‘oracle of the
harbour’ for his depth of harbour knowledge and history, Nigel has served as
Chairman of The Conservancy as well as holding all The Federation’s Offices. A
past Commodore of Emsworth Sailing Club and currently Admiral, an ardent Solo
dinghy sailor for many years, he now continues to sail a Laser Pico, although at
age 84, he defers to his grandchildren when the wind blows above force 5.
Hugh Caldwell, (Chichester Cruiser Racing Club) has also stood down from the
Chairman’s Committee after 6 years. A past Commodore of CCRC, Hugh has been
their Council Representative at Federation for over 20 years. Derek Russell, the
immediate past Commodore of Mengeham Rythe S.C. has been elected to serve on The
Chairman’s Committee.

Reports of Meetings in November
2005
Friday 18th November 2005. Sailing Secretaries Meeting & Supper
On Friday 18th November the harbour Club Sailing Secretaries / Rear Commodores
(Sailing) met at Bosham Sailing Club. They were given an excellent presentation
on the new RYA Racing Charter by John Doerr from the RYA. John explained the
reasons behind The Charter’s introduction and its objectives. There was useful
dialogue especially on the alternative ‘mediation process’ to formal protests.
This will be further discussed at the Federation Spring General Meeting next
April after sailing secretaries have had an opportunity to consult their
committees.
Amongst other items discussed was the need for continued improvement of
communication between club race officers, which dinghy classes were favoured by
clubs, and problems with maintaining racing marks on station, and the changing
depth of water in the harbour.
Saturday 19th November 2005. Youth / Junior Secretaries / Co-ordinators
Meeting
On Saturday 19th November Club Youth Secretaries met at Emsworth Sailing Club.
The meeting reviewed which clubs were now approved RYA training centres, who was
participating in the Volvos Challenge Scheme, and which dinghy classes were
popular.
Ways in which clubs organised themselves, and opportunities for co-operation
between clubs for youth activities were discussed. A harbour club Team Racing
Challenge was the first new event to be proposed for next May, outside the
existing programme of club Junior Regattas and Youth Weeks.
There was considerable discussion about the need for clubs to cater for club
youth sailors who were outside the scope of the RYA Youth Squad training system,
and the need to maintain their interest in the sport, so that they eventually
participated in mainstream club activities. The requirement for an alternative
boat to either the 420 or the 29er, to follow on from the popular RS Feva was
identified. Pursuant to the meeting LDC Racing Sailboats have confirmed a new
boat meeting this criteria is on trial., and brief details are now available.

Possible New Youth Boat
LDC Racing Sailboats are in
the process of developing the RS500 - it is a single wire, easy to sail,
youth/small-medium sized adult asymmetric. It incorporates all the best bits of
a 29er and 420. It will be significantly cheaper than both, but
still built in GRP, similar construction to the RS200.
Designed to be
more appealing for clubs than the difficult 29er or the symmetric and very
expensive 420.
Yardstick of
around 1000, - stable enough for the "August sailors", and buoyant enough for
Dad to enjoy...
Should be at
the January Boatshow …and available for delivery next season,
likely retail price £4895 inc vat,
and launching trolley
- comparing to £5795 29er,
£6250 420, and £4495 Vago (this is polyethylene).

LOA 4320mm / 14'2". (slightly longer than a 420)
Beam 1600mm / 5'3" (slightly narrower than a 420)
Fully fitted hull, inc sprit 80kg (same as a 420)
GRP / coremat construction

The sail area is not cast in stone but it is more powerful
than a 420 - and
the hull is more buoyant but as stable.
The asymmetric is generous to give a
kick off wind.
Purpose designed for the youth / family purchase for those
that are not
following the RYA youth squad route.

The class will
provide open training / open circuit and a real emphasis on the ‘15-25’ age
group. The ethos is to transcend the ‘RYA Youth’ label, attempting to align our
youth sailors with the adult sport, keeping them sailing.
RS will have
promotional literature by the January Boatshow - but will be happy to let the
boat be sailed on the 10th December at
Hayling Island Sailing Club.

Past Commodore's Dinner April 2005

On 15th April 2005 Chichester Harbour
Federation hosted a champagne reception followed by a four course dinner
for 60 Past Commodores with their wives and partners, from thirteen of
the harbour
clubs,
at Hayling Island Sailing Club, by kind courtesy of their current
Commodore, David Nicholls, who attended with his wife Clare, as the
Federation’s guests. There were three couples attending including the
new Federation Chairman, Peter Taylor where both husband and wife had
both held office.
The last such dinner had been held six years earlier in 1999, again at
Hayling Island Sailing Club, although in their old clubhouse. Addressing
the assembled gathering whose earliest term of office stretched back as
far as 1965, Peter Taylor, (Past Commodore at Itchenor 1991-1994), the
Federation Chairman, congratulated Hayling on their magnificent new
facility.
Peter then reviewed the activities of the Federation over the last six
years, in particular the strenuous efforts to assist The Conservancy in
reaching a solution to protect the East Head peninsular. In outlining
the progress to date and the likely battles ahead, he warned of the need
to secure additional voluntary contributions to help finance any long
term solution. He referred to other environmental issues also affecting
the harbour. He paid tribute to his predecessor, Mike Baker, and the
contributions of members of The Federation Chairman’s Committee both
past and present, who scrutinize the Conservancy papers every quarter.
An outstanding contribution had been made by Nigel Pusinelli over 35
years to both The Federation and Conservancy, but at age 83, he was
standing aside. He also paid tribute to the late Ray Wells, a former
commodore of Langstone S.C., and previous Federation Sailing Secreatry.

The Federation had been working in other areas, with the Harbour Master
and the Clubs, The Code of Conduct for Racing had proved a success
negating the need for new byelaws, following the advent of The Port
Marine safety Code. The Federation’s own harbour census from both clubs
and yards had shown the RYA’s own review to be unrepresentative of an
increased and healthy activity around the harbour, particularly with
youth sailing. Promotion of good race management had been a resounding
success, with 200 club members now RYA accredited. The advent of the new
harbour weather stations Chimet and Cambermet, in conjunction with the
RNLI were a marvellous safety tool. All this apart, a number of clubs
had successfully attracted lottery funding to carry out developments and
improvements.
It should not go unnoticed that most of the UK Olympic Sailing Medalists
at both Sydney and Athens were either members or trained at Hayling
Island Sailing Club, now an accredited National Sailing Academy.
Federation Week continued to be as popular as ever with 450 entries the
previous year, race over three courses, and managed by a 90 strong
management team drawn from all the clubs, - surely one of the largest
dinghy regatta in the country. Thanks again were due to Hayling in
welcoming everyone back each year.
In concluding he implored those present to support their current
officers who struggled with far more beaurocracy and ever-demanding
members to carry out their duties.

Nick Fox, (past Commodore Bosham Sailing Club 2001 –2003) thanked the
Chairman for his informative review and proceeded to enlighten the
audience with a brief resume of The Chairman’s life history, his
extensive sailing experience, and his truly competitive nature, recently
shown up when he had reluctantly had to accede to his grand-daughter’s
superior speed when skiing. He thanked the Federation and wished them
continued success with their work on behalf of all the clubs.
